Bashiok on D3’s Rating

Just back from Leipzig and just about to head off to PAX (where he will presumably be assisting with Saturday afternoon’s WoW tournament), Bashiok took the time to offer a clarification in the forums. Someone asked about Jay Wilson’s Leipzig interview comment that Diablo III would strive for an 18+ rating.

Jay was referring to the German USK rating of 18+. Which is a rating specific to Germany and games sold there.

In the US we have the ESRB, and other countries may have their own rating advisories and labels. For our ESRB rating and US release we have been and still are planning for a “M” for Mature rating.

Jay Wilson: The biggest thing is, that we are targeting not to be an 18+ game. If we were to get an 18+ rating, we would likely make some changes to the german edition, to make sure it would not get this rating. But we handle those things pretty far in advance. We are already talking about the rating and what qualifies as an 18+ rating in europe to make sure that we do not hit that level, because we definitely want to make sure that the game is sold here.

This isn’t an issue in the US for anything short of porn, since we are a savage and bloodthirsty nation, but game developers must be very careful to stay on the allowed side of the rather arbitrary “adults only” rating line in Germany and other EU nations, or suffer commercial suicide. For instance, games that get an 18+ rating in Germany’s USK rating system are banned from running ads in the mainstream media, can’t be openly displayed in stores, can only be sold to and played by adults, etc. It’s not just a question of cutting some blood splatter either; games have suffered major revisions to get past the ratings board, and it’s not unusual for major games to simply not be released in Germany, if their developers think the required cuts would destroy their artist vision. Just in the past few years, Microsoft elected not to release Gears of War, Ninja Gaiden 2, or Dead Rising in Germany. At all.

Given the huge popularity of the Diablo series in Germany, Blizzard will obviously do whatever it takes to keep their game from getting the dreaded 18+ USK rating. Fortunately, since it’s a fantasy game with magic and other elements of unrealism, they shouldn’t have the problem that the scifi and horror genres seem to have with current German censorship laws.

Its ok for me as long as they dont use to much time and effort on this. Also on the subject I dont understand why it have to be different language versions. If we in Sweden can cope with english versions why wouldnt other countries do, even if they are a bit larger.

Isn’t Germany famous for their localization (dubbing) of movies as well?

Jep, it’s awful. All the voices in Warcraft 3 were translated (and probably Diablo 2 aswell). Also it’s not rare to see green/black blood in their games. Luckily I don’t live there..
Though alot of germans import their games just to get their hands on a normal english version.

Glad it won’t affect the US version much. The cute little naked Succubi were one of the best (and most annoying) parts of D1! I don’t think D2 had anything like that. Maybe Andariel.

@Kunzaito: Actually, "cute little naked Succubi" are perfectly fine here in germany; even full nudity won’t give you more than the equivalent to a "M" rating (16 years, to be exact). Instead, our youth protection rules are VERY strict regarding to violence; if someone cound somehow think you "glorify" violence, then you’ll get an 18+ (AO) rating, which almost guarantees your game will not be sold by any mayor retail.

Funny add to my comment to the rating system: We have actually two ratings for "18+". One rating "free above 18 years" and a "not rated" rating. The former does not hurt so much, you’ll only use the playerbase betwenn 16 and 18 years. But if the USK refuses to give you a rating at all (which is refered to in the article as "18+"), then you are banned from advertising etcpp.

I’ve heard that some of the censorship laws in the UK are a little wacky too, such as you can’t depict someone smoking and things of that nature.
Still. We here in the states do not enjoy the most lax censorship, but it is better than in other areas in the world as this discussion attests to.

@Risingred: Well, "better" is a matter of personal preference. Actually, every times I hear that stupid "bleep" because somebody said some words everybody else says all the time, but somehow it’s a problem on TV, I LMAO. And dont get me started about the hysterical responses when there are "nipples" on TV. Heck, here you could show them on prime time and nobody would even care.

So I think, each country has some weak spot; you have nudity and profanity, and we have "violence". But yeah, for computer games you are better off.

I alluded to the censorship differences in my post, with the "US = savage and bloodthirsty" bit. Our official prudery/morality in the US is very obsessed with sex or nudity. witness the Janet Jackson superbowl boob hysteria. But violence is fine in the US; there’s stuff on primetime evening TV here that wouldn’t be allowed in adult restricted movies in lots of European countries, or in video games in Germany, apparently.

It’s not just blood-colored blood, as I linked in the post, games like Gears of War aren’t even released in Germany since they’d be adult’s only. It’s not about showing violence, which could be trimmed. It’s the whole concept of vicious aliens coming to earth to enslave and butcher humanity. It’s too real and too gruesome and too advocating of violence and theme, in the view of the German censors.  However, D3 should not be so penalized since it’s a more cartoonish depiction of fantasy and mythology.
